Pest Control in the Algarve: A Challenge With No Low Season
Any establishment in Faro, Albufeira or Loulé knows that pests in the Algarve don’t follow the tourist calendar. Flies don’t wait for summer to get into a kitchen, damp-loving cockroaches thrive in the old infrastructure of Faro’s historic centre all year round, and rodents don’t distinguish high season from low season.
What changes with seasonality is the intensity of the risk — and, as a result, the intensity of enforcement. From July to September, with the Algarve welcoming the bulk of its roughly 15 million annual tourists, ASAE inspections of HORECA establishments in Albufeira, Loulé and Faro increase significantly.
Insect Electrocutors: Mandatory or Not?
Not necessarily. This is one of the questions we hear most often from restaurateurs in Albufeira, Faro and Loulé — and the answer surprises many.
What the law actually requires is that food business establishments have adequate methods for pest control, including insects. But how that control is implemented isn’t prescribed — as long as the method is effective and doesn’t become a source of contamination.
The following can be used:
- Insect electrocutors (with internal residue collection, never positioned over preparation surfaces)
- UV light insect traps without electrocution
- Glue traps (adhesive traps without light)
- Screens and mesh on windows and exterior openings
- Duly documented chemical controls
- Combinations of methods adapted to each space’s specific reality
The key criterion: the method must not become a source of contamination for food. A poorly positioned electrocutor — over a food preparation counter — scatters insect fragments exactly where they shouldn’t be.
Why Pest Control Is Especially Critical in the Algarve
The Algarve’s climate and operating conditions make pest control more demanding than in most regions of the country:
High temperatures for more than 6 months speed up the reproductive cycles of insects and rodents. A cockroach colony that would take months to establish itself in Lisbon can settle in within weeks in an Albufeira kitchen in August.
Proximity to the sea and to wetlands — especially in Faro, with the Ria Formosa, and in Olhão — favours species such as mosquitoes, midges and damp-loving cockroaches.
High density of establishments in areas such as Avenida da Liberdade in Albufeira, Faro’s historic centre or Loulé market creates conditions favourable to pests moving between establishments.
Terraces and outdoor areas — essential for most Algarve restaurants — exponentially increase exposure to flying insects and rodents.
High goods turnover in high season makes it easier for pests (especially moths and weevils) to be introduced through suppliers’ packaging.
What Legislation Requires in Terms of Pest Control
Regulamento (CE) n.º 852/2004 establishes that food business operators must:
- Prevent pests from gaining access to the premises
- Have adequate pest control programmes in place
- Keep records of control actions carried out
Pest control is a prerequisite of the HACCP system — it must be documented and integrated into the food safety plan, even when HACCP is implemented in simplified form.
For restaurants in Faro, Albufeira and Loulé inspected by ASAE, the absence of pest control documentation is an immediate non-conformity, regardless of whether there is any visible active infestation.
What a Pest Control Plan in the Algarve Should Include
A proper plan for a restaurant in Faro, Albufeira or Loulé should cover:
1. Identification of target pests
Which pests are most likely given the type of establishment and its specific location: flies and mosquitoes (the whole coastal region), damp-loving cockroaches (historic centres of Faro and Loulé), rodents (storage and receiving areas), food moths (dry goods storage).
2. Device placement map
Numbered locations of all traps and devices, mapped onto the establishment’s floor plans. ASAE can request this map during an inspection.
3. Monitoring programme
Inspection frequency for each device and assessment criteria. In Albufeira during summer, monitoring should be more frequent than in low season.
4. Corrective action procedures
What to do when monitoring indicates an active infestation: who to contact, what measures to implement immediately, how to ensure food hasn’t been compromised.
5. Records of visits and treatments
Date, type of treatment, products used, areas treated, observations. These records are mandatory and will be requested by ASAE.
6. Contracts with a specialised company
If pest control is outsourced — which is recommended for medium and large establishments — contracts and reports must be kept on file.
Pets in Algarve Restaurants: What the Law Allows
This is a frequent question at Algarve restaurants and terraces, a region much visited by tourists with companion animals:
Inside the establishment and service areas: Live animals are strictly forbidden from entering or remaining in food preparation, handling and storage areas. This includes animals belonging to the establishment itself.
Customers’ animals are only allowed indoors in exceptional cases (a guide dog for a visually impaired person) or when the establishment’s manager expressly authorises it in areas not used for food production.
Terraces and outdoor areas: There is no restriction on customers’ pets being present on terraces — a very common practice at restaurants and cafés in Faro, Loulé and Albufeira. The exception is where the manager explicitly prohibits it.
The presence of animals on terraces should be addressed in the pest control plan, since it can attract insects and rodents to the establishment’s outdoor areas.
Correct Positioning of Insect Electrocutors
If you choose to use electrocutors, positioning is decisive for both effectiveness and safety:
- Never directly above food preparation surfaces
- Never above open storage equipment
- Install at a height that attracts insects while still allowing easy collection of residue
- Keep away from natural light sources that might compete with the electrocutor’s UV light
- At restaurants with a terrace in Faro or Albufeira, consider devices near the entrances to reduce insects coming in from outside
Mandatory maintenance:
- Regular cleaning of the collection tray
- Replacing UV bulbs as indicated by the manufacturer (effectiveness drops before the bulb actually burns out)
- Logging cleanings and replacements in the sanitation plan
What ASAE Checks for Pest Control in Faro, Albufeira and Loulé
During inspections of restaurants in the Algarve, inspectors typically check:
- Whether a documented pest control programme exists
- Records of control actions carried out (company visits, treatments, results)
- The condition and positioning of installed devices
- Evidence of active infestation (rodent droppings, dead insects in food areas, damaged packaging)
- Structural prevention measures (window screens, sealed openings)
Lack of documentation or evidence of active infestation can lead to fines or, in more serious cases, immediate closure.
FAQ: Pest Control in Algarve Restaurants
Am I required to have an insect electrocutor at my restaurant in Albufeira?
No. The law requires adequate pest control, but doesn’t specify the method. An electrocutor is an option, not an obligation.
How often should a pest control company visit my restaurant in Faro?
In general, restaurants in the Algarve benefit from monthly visits during high season (May to October) and bi-monthly visits in low season. Frequency should be adjusted to the establishment’s pest history.
Do the pest control company’s reports form part of my HACCP?
Yes. They are mandatory documents that form part of the HACCP prerequisite programme.
My restaurant in Loulé spotted cockroaches during service. What should I do?
Contact the pest control company immediately. Depending on severity, it may be necessary to temporarily suspend service. Never use household products — professional treatments are more effective and generate the necessary documentation.
I have a terrace in Faro and customers bring dogs. Does this affect my pest control?
Yes. The presence of animals on terraces should be addressed in the pest control plan. There is no legal ban on animals on terraces, but the plan should include preventive measures for outdoor areas.
